    Smile Quention about the position of a prepostional clause

    Dear Sir/ Madam

    I have difficulties in understanding the sentence structure of "
    At the heart of waste management has to be recycling, which the city has also failed to adequately tackle". If the underlined clause is to be changed to " Recycling has to be at the heart of waste management ", I have no problem to grasp the meaning. What 's the grammatical rule hidden behind this structure? Would you please explain it to me? Thanks so much!

    We can have subject-verb inversion after adverbial expressions of direction or place.
