    And indeed, the last months' strategy of the management had totally failed when it has turned out that the management's threats to go to arbitration have neither scared the workers nor brought their leaders to surrender to the management's demands while, at the same time, they haven't provided the management with accomplishments to boast of. Instead, they've underscored the depth of the trade union's commitment to the workers and have unexpectedly and even surprisingly strengthened Mr. Smith.
