Question Why put 'a' before 'mere'?

Soccer games can now draw crowds of over 70 thousand in cities where baseball attracts a mere 20 thousand spectators.

'20 thousand spectators' is a pl. form. Why 'a' before 'mere'?

One number- and here we're thinking about the number not the people- the focus is on how small the number is.
