    omission of "whether"

    "Itís not clear it actually motivates you to take moral action or prevents you from taking immoral action."


    Am I right to think that, in the above sentence, "whether" has been omitted after "actually"?

    It's from a news article by the way.

    I would say that "whether" is missing from between "clear" and "it".
