    X among Y gilded by the rays

    Can 'gilded' modify 'customs sheds' or is it just impossible and why?

    It's possible.

    There's ambiguity whether it modifies sheds or palm trees.

    Palm trees is more likely in my opinion; they'd probably be taller than the sheds.
