Out is superfluous.
As your question is about windows smashed out, that would have been a better title.

I would say the difference between smashed out and smashed is that if the windows have been "smashed out" there is no/very little glass left in the window, the windows have been hit so much that all glass has fallen from the window.
If the windows are smashed then there could still be lots of glass in the window but it's all broken.
I think smashed out implies more damage.
