[Grammar] What does this sentence mean?

Dear all.

I am reading an essay and can not understand a sentence. I ask myself that it explains salaries or remains of salaries ( However, even if we accept this idea, the problem of how we could make salaries fairer remains). If somebody knows, please give me help.

There is a problem. Even if one thing were true, the problem would remain. It would continue to exist. That problem is making salaries more fair.

The problem that continues to exist is how to make salaries fair.
The problem remains.
