    A dramatic rise is forecast between 2030 and 2040 for Japan, rendering this nation's proportion of elderly to be comparable to those in the Western

    Is this sentence correct ?

    Can I delete " to be " ?

    The sentence doesn't make much sense with or without it. A dramatic rise in what?
    Also there should be something after "Western", "world" perhaps.
