    Is this sentence correct:
    Justice Soren refused to administer the oath for the President appointed Governor declaring the appointment illegal.

    I would say no.

    Justice Soren refused to administer the oath for the President-appointed governor, declaring the appointment illegal.
    I would add a hyphen into "President appointed governor" to show the relationship between the president and the governor (I'm assuming it's the president of the U.S., hence the capitalization,) otherwise one could be misled into thinking the president was appointed to be a governor. The title of governor doesn't require a capitalized G, so I made it lowercase. The comma was added to separate the dependent clause from the independent clause.
