"The manner and means by which X chooses to complete the requirements of any Statement of Work shall be at the sole discretion of X."

Though inelegant, I think the start of the sentence should read "the manner in which and the means by which." What do you think?

I don't think the "manner by which" is wrong enough to make a fuss about this. Your point, in general, is good; but in this case, the sentence works ok for me.
