    Here is a clue - look at the words "these days" - do they make you think of the present tense or a past tense?

    Not a teacher, nor a native.
    I'd be likely to go for the present perfect since it makes me think that because of cold weather has continued for some time (may be non-stop), it is sensible to go and buy a coat.
    If it was today, I would choose the present simple.

    You could use either, but the sentence as a whole is awkward.

    It would be better as:
    It _____ so cold these days. So I will buy a coat. or
    It _____ cold these days, so I will buy a coat. or better,
    It _____ so cold these days, that I've decided to buy a coat. In this one "has been" is better.

    I have no idea why you asked lisa666 to omit one of the two sos. Did you mean it is not right to use `so` in one sentence at the same time.

    I would use "is" but if I had to use "has been", I would say It has been so cold lately.

    It is incorrect as that sentence is written.

    It's so cold that...
    It's very cold, so...
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
