Can you say "Zero Degrees Celcius? not "Zero degree celcius"? I heard "degrees" but it doesn't match 0. Is it a wrong expression?

We only use "degree" for the number one. Think about it as the answer to a question:

- How many degrees are there in the temperature today? (By the way, that's not a naturally worded question, but for the purposes of this exercise ...!)
- There are no degrees in the temperature = There are zero degrees in the temp ...

You would not say "There is no degree in the temperature ..."

It's zero degrees outside.
It's one degree outside.
It's two degrees outside.

I'm sorry I don't get it. By two degrees, you would mean the level, not the number of degrees.....
