Conservatives or Liberals, Taste Always Changes.

This is a writing about the contrasting features of liberals and conservatives, and the answer is 5, but considering 3, why can't 3 be the answer? I think "Conservatives or Liberals, Taste Always Changes." means "(People choose to be) either conservatives or liberals (depending on situation), so one's taste always changes"
What do you think is the meaning and what's the function of "or" in there?

ex)Most people are astonished to learn that there are real, stable differences between conservatives and liberals - not just different views or values, but underlying differences in temperament. ....Liberals are messier than conservatives their rooms have more clutter and more color, and they tend to have more travel documents, maps of other countries, and flags from around the world., Conservatives are neater, and their rooms are cleaner, better organized, more brighly lit, and more conventional.....Multiple studies find that liberals are more optimistic. Conservatives are more likely to be religious. Librerals are more likely to like classical music and jazz. .......
Q- What is the title of the paragraph? - Answer - 5

If the differences are stable, how do you reconcile that with always changes?

Oh, my interpretation is totally wrong, seeing your explanation. It means "Whether they are conservatives or liberals, their taste is stable, never changing". Right?
