    different meaning of 2 sentences

    Hi , could you explain to me the 2 sentences below :
    1) a plan to accelerate the growth of tourism.
    2) a plan accelerate the growth of tourism.

    are they the same meaning , ? why the first one with to ?

    1. there's a defenant plan to accelerate the growth of tourism. it's a known plan.

    2. I don;t know what you mean since the sentence seems to missing a verb.
    if you meant to write "accelerates" then the meaning is that any plan you have will accelerate the growth of tourism. you just need to have one.

    Hi, thanks you for explaining to me , i have picked them from a book but i didnt quite understand the meaning between 2 of them ,so now i see what you mean of them , but you said that there are other replies ,so could you tell me others about them . thanks you again !

    the 2 sentense was : a plan can accelerate the growth of tourism.

    sentence 2 now means: any plan that you have will be able to accelerate etc....

    the difference is in the certainty of the plan
