    What kind of overtone does the second sentence have? Is it positive or negative?
    The first one is definitely polite because it expresses that someone should call sb when they have free time. What about the latter one?

    You're right about the first one. The second could be taken to imply some lack of urgency; someone who meant it would say something like 'I'll call as soon as I can'.
