Red face Can Native English Speakers please vote

We had this big debate in class regarding the order of [adv. prepositional] phrases

    Which would you prefer?

    a) He came in 1960 like other refugees to West Berlin. --> obviously strange

    b) He came to West Berlin like other refugees in 1960.
    c) He came like other refugees to West Berlin in 1960.

    B or C?

    THANKSSS

No so strange if you add a comma or two. I have used brackets instead of commas to bring out the differences in meaning:

a1. He came in 1960, (like other refugees to West Berlin).
a2. He came in 1960 (like other refugees) to West Berlin.
a3. He came (in 1960 - like other refugees) to West Berlin.
b1. He came to West Berlin (like other refugees in 1960).
b2. He came to West Berlin (like other refugees) in 1960.
b3. He came (to West Berlin - like other refugees) in 1960
c1. He came (like other refugees to West Berlin) in 1960.
c2. He came (like other refugees) to West Berlin in 1960.
c3. He came (like other refugees - to West Berlin ) in 1960.
