    Dears
    Question: 'is bieng issued' means
    - some thing has been issued now - prensently or
    - is going to be issued later ?

    Could some one explain me?

    We like to help when we can, but it is much easier for us to do so if you provide more context - at least a complete sentence.

    'X is being issued' could mean that the issuing is going on at the present moment, is happening during a limited present period, or has been arranged for a future time. Only more context will show us which is the most likely explanation.

    I agree with 5jj. We need more context. Please use "is being issued" in a sentence (or a few sentences) and we'll comment.

    Please see above for a few amendments to your post (marked in red). Note that we say "explain to me", not "explain me".
