up till/until now/up to now

Hello,

Could you please tell me if the exressions up till/untill now , till/until now and up to now must be used with a determined verbal tense?

E.g.- He has lived in New York up untill now

Can we say?: He lived in New York untill now

He went to French classes up to now, but he has recently begun studying a new language.

All these phrases bring a past time period up to the present moment, and so only the present perfect is natural for me.

ps 'till' but 'until[STRIKE]l[/STRIKE]'

So, if we use a present continous:

Up to now he is living in NY

wouldn't it be correct?
