Post two questions about "as well" and "provide with/for"

Hi, teachers, I just have two questions,
First, what is the difference between "provide with" and "provide for"?
Second, Can the phrase "as well" precedes a sentence, just like in the following example,
"As well, the company should also follow the standards..."

    Thanks a lot for answers.

In future, please ask unrelated questions in separate threads. Thank you

We have concerns about whether the government will be able to provide viable social services for poorer families/provide poorer families with viable social services.

It's not very natural. 'In addition' is better.
