    early on, standing committee

There are around 20 standing committee members and lawmakers from the party are not going to get involved in the nominations at all so that the party is not seen to be favoring any candidate early on.

What are the meanings of the following phrases in the above paragraph?

    1. standing committee
    2. early on

    Thank you.
