    It seems like nonsense talk, but it could have some meaning if we knew the context.

    It could be a play on words.

    I can't surf urban dictionary from here, but the "-izzle" and "-izy" endings are "nonsense slang" usually ascribed to Snoop Dogg. It is, in a way, similar to "pig latin", or perhaps "cockney rhyming slang".
