I think that one "fatal error" that you may wish to change is the phrase "be winked at." This phrase is not appropriate for a serious article. You might want to try something like: The age requirement may be waived in exceptional cases.

Arabic Institute, Riyadh

The Institute offers two programs
( A ) Intensive Program ( Morning ):
This program is aimed at the preparation of an Arabic learner to be able to pursue their study at a college of the Imam University. The duration of program is two years comprising [strike]of[/strike] four levels. Each level is [strike]considered[/strike] only one term. The Arabic Faculty consists of four units : Religious studies, Basics of Arabic language, Arabic Grammar and Arabic Language and Literature[no space before punctutoin] . The student will graduate [strike]be graduated [/strike] with a diploma in Linguistic Preparation.

The text below doesn't seem to be related to exams
1 - A strudent who receives a total 60% (oral and written exams) will be considered "passed."
2-A student would be entitled to join and study at a college of the university if they got , at least, (Good) when graduation. I don't know what this is supposed to say. This is a fatal flaw. Who defines "good"? Is it when they graduate from this program? Their high school program? Something else?
3-A student who recives less than "good" will be offered a chance to study at the fourth level to improve. They don't automatically have a fourth level?

4-A student who fails a level twice will lose their scholarship, unless the Council of the Arabic Faculty approves a third attempt. Such a student would not have ot retake any exam in which they receive 80% or higher.

[strike]Of the exams system is this:

1-If a student got 60 % of the total grades(oral and written exams for each course), he would be considered passed(succeeded)
2-A student would be entitled to join and study at a college of the university if they got , at least, (Good) when graduation.
3-If a student got less than (Good), they will be offered a chance to study at the fourth level to improve their(study performance).
4-If a student failed twice to pass such a level, their scholarship would cancelled unless the Council of the Arabic Faculty(Institute) gives them a third chance and would be exempted from any retaking exam regarding the courses they got 80 % and more. [/strike]
Admission Conditions
1-High school diploma or equivalent
2- Be between 18 and 35 years of age (condition may be waived admission office)
3- Passing grade (? is that right?0 on the Placement Test run by the Arabic Institute.
------------------------------------------------------------------------------------------------------------------
( B )Normal Program (Evening )
This program is designated to fulfill serious wishes of many non-Arabic workers [strike],[/strike] in Saudi Arabia[strike],[/strike] whose work duties don't permit daytime study. [strike]them to study at morning[/strike]. Hence, the Arabic Institute has exerted Herculean efforts in modern methods and techniques to achieve this goal This sentence doesn't belong—offering a course at each term of the academic year and opportunities for study and all services for free. What does this mean?
Program Goals:
( A )-An Arabic learner will be able:
1-to understand spoken and written Arabic language
2-to speak Arabic fluently specially in their daily life [strike]style[/strike]
3-to read Arabic easily -- you said this in #1
4-to write in Arabic

( B )-to provide Muslim students with the level of Arabic needed to explore the Islamic culture and further deepen their understanding and knowledge of the Islamic jurisprudence(shari3a law)
( C ) to provide a non-Muslim student with a brief background that would enable them to know much more of the Islamic civilization, culture, history, heritage, Arabic and literature.
Admission Conditions[no space]: -- How is this different from Admisssion Conditions above? Combine them.
1-Filling out an Application Form
2-A copy of the valid permit residence(Iqama) along with the original for endorsement
3-An endorsed copy of the pass port
4-a permission letter of student's work for study
5-A copy of the highest qualification( a High school and above)
6-A behavior acknowledgment letter from the student's work
7- three personal photos ( 4 * 6 cm).
8-The student's age is no less than 20 years. You said 35 above?

This program consists of six courses You said it was 8 and each was one term for two years. Are we now talking about a different course? and a student shall take the Placement Test in order to be registered at a suitable course. The duration of courses is ( 16 weeks), three hours a day, six hours weekly.
Qualification : the student will be given a certificate if all classes are passed successfully.

I'm sorry, but I found many fatal flaws, the most serious of which is confusion about whether you're talking about two programs or one.

Do you really mean "Morning" or do you mean "day" classes? - since you use the term "evening" classes.

I struggled with the "quote" function and lost some formatting, I think, which caused me to get confused within your entire piece. It would be better to start by saything there are two programs:
- An intensive, mornings-only, two-year course
- A standard, evenings-only, 16-week course.

Then give complete information about the intensive course, followed by complete information about the standard course.

Once I look at it in full size, I can see that there are two programs. So some of my comments will no longer be relevant.
