    Is the following option acceptable?

    (the original one) The more complex and dangerous the activity appears,the greater are the safety checks and levels of pre-training.

    Now wouldn't it be 'the greater the safety checks and levels of pre-training are'? Why the verb is before the subject?

    The original sentence is incorrect. Whoever wrote it forgot that subjects come before the verb.

    Why is the verb before the subject?
    That's a standard variation of your suggested alternative.

    Stylistically, pre-training ends the sentence more satisfactorily than the weaker are.
