    Sentence coherence

    A high level bureau is needed for long term strategic planning, with enough budget and authority to co-ordinate different division to make plans a reality.

    Is it better to separate it into two sentence as follow?

    "A high level bureau is needed for long term strategic planning. It should carry enough budget and authority to co-ordinate different division to make plans a reality"

    Or any better rewrite?

    Both seem fine to me. A thing or two I'd like to change though:

    "....with enough budget and authority to coordinate different divisions and make plans a reality."
