In question one both are possible. 'On' is more specific, 'about' is slightly more general.
In question two I would suspect that you could use either, but that depends on the situation. I would write a letter to someone, but mention to my friend that there is a letter there for them.
In question three you would read something in a magazine (on would imply that you were physically on the magazine), but in questions four and five you would see something on the news/hear something on the radio.
