chaves = uneducated young people? fiddlers = swindlers?

    Context:

It's not just the chavs who cheat at benefits: Meet the middle-class fiddlers who feel entitled to claim your taxes

Those looking to milk the system are not just the single mothers of five in a council houses; even the middle classes are looking to cheat the system.

The word chav is used in BrE, but people are starting to object to it, so be careful with it- it's moving from slang to offensive.
