I saw one man asking Is this forty? for the rate of four chocolate.

Shouldn't it be
Are these forty dollars? or Do these cost forty dollars? ?

Shouldn't it be
Are these forty dollars? or Do these cost forty dollars? ?
Not necessarily, in real life.

"Is this forty?" is grammatical. It's a full sentence. It might be semantically ambiguous, but it's syntactically correct. In the context, it should be understandable though.
