    What is the difference please?
    a) This train can carry 1200 people.
    b) This train can carry as many as 1200 people.

    There's no difference in meaning. The second merely emphasises the (high) number of people that the train can carry. The first is simply a statement of fact. The ultimate meaning is the same.
