Which option is better in relation to the underlined word?

    Hi teachers,
Which option is better in relation to the underlined word below?
    a) Who does Felix want at all the airports?
    b) What does Felix want at all the airports?

    Felix wants
    policemen at all the airports.

    Hi,
    Thank you for your reply.

    What is he?
He is muderer, a dangerous man.
