    are not even 10% lower in its inland locations than in Shenzhen.

    Dear teachers,

    "salaries for engineers with a masterís degree are not even 10% lower in its inland locations than in Shenzhen."

    In the above sentence, does it mean that engineer's with a master's degree from inland is not 10% cheaper than in Shenzhen? Could you help me understand the grammar behind it? Thank you very much. Why can't just use "are not even 10% lower in its inland locations than Shenzhen" Do I must add an "in" before the word Shenzhen?

    Salaries for inland engineers may be lower, but they are not lower by 10%.

    Yes, you need the "in."

    You have the right meaning. Personally, I'd add "they are" after "than" to make this a little more clear.
    Also, I would keep 'in' before 'Shenzhen'. Helps clarify 'Shenzhen' is a place.
