Hi at all teacher, the IPA of the word attitude is " ˈæt ̬.ɪ.tuːd" ,The IPA of the word better is ˈbet ̬.ɚ.
My question is when t ̬. is pronounce as d and when it is as t.

In both of those examples, it is given as /t/.

In connected speech /t/ can change into /d/ in AmE and other variants, including BrE, but you are looking at the dictionary pronunciation of two particular words in your question and not asking about changes of sound that occur in speech.

I've read when t is between two vowel it is prounced d,but my cambridge diconnary t ̬ is prounced d.
