Is this a common expression for "having a vague, ambiguous attitude"? If so, what are similar expressions?

Not making a decision yet. If you support Bob Jones, you are on his side of the fence. If you support Jim Smith, then you are on his side. If you have not decided whom to support, then you can be said to be sitting on the fence.

Politicians like to do this on controversial issues. If they come out in favor or opposed to an issue, then they risk being "unpopular" with one group or the other. So they like to fence sit.

Of course, this trait is often criticized. No one likes someone who is always fence sitting.
