No, that's wrong. After "worry about" should be a noun or a person - the thing or person that is being worried about, not another preposition.

I'm not sure what you meant:

People don't have to worry about making a living = People do not need to be concerned about how they will earn money.
People don't have to worry about living = People do not need to be concerned about being alive.

Or perhaps you meant something else.

No, that's wrong. After "worry about" should be a noun or a person - the thing or person that is being worried about, not another preposition.

"Making a living" really refers specifically to making money. Although that money will probably be used to buy food, the connection isn't immediate.

People don't have to worry about having enough food.
People don't have to worry about having enough money to live on.
People don't have to worry about having enough to eat.
People don't have to worry about having enough money to buy food.
