I have never seen/heard the expression as such, but if it refers to very heavy rain, at least in the U.S. you might hear "It's raining cats and dogs".

We say raining cats and dogs in BrE too.

Search more exactly- "raining chickens" and you will see that the entries range from computer games to poetry, articles about bird flu and sales of chickens in supermarkets. Unless chickens actually fall in rain the way some animals like frogs sometimes do, it doesn't really mean very much and certainly isn't a standard idiom.
