Cambridge Dictionaries use their own system. It's not the IPA. Here is the full list of symbols they use:

Dictionaries try to write things in a way that is clear to readers, so they don't always use the IPA.

Hi but the problem is the sound is air so here r is used as consonant but in my course or prounicitation jenifier ESL, it is used as vowel so the sound ɝː (cambride use this sound also).

The sound at the end of the word 'air' is not a true consonant in most varieties of English, even when followed by a vowel sound. The 'meaning' of any transcription can be understood fully only by reading the transcriber's notes.[FONT=&quot][/FONT] Three dictionaries may well use different symbols for sounds that are pronounced in exactly the same way.

Which Cambridge Dictionary are you talking about?

Here, air noun (GAS) - definition in British English Dictionary & Thesaurus - Cambridge Dictionary Online it is: /eər /

In my Cambridge English Pronouncing Dictionary it is /eə[SUP]r[/SUP] /.

Where did you find /ɝ/?

You need to say which dictionary you found it in if you want us to comment. Without that information, we do not know what sound the compiler of the dictionary intends the symbol to represent.

WHICH Cambridge dictionary? There are several.

ps. Please give your threads more helpful titles. 'Ask for information' tells us nothing. "IPA transcription of 'air'?" would have been useful for this.
