It has been three years after I moved to Seoul

"It has been three years after I moved to Seoul."

Is it possible to put 'after' instead of 'since'?

Not unless you change your mind:

'Three years after I had moved to Seoul I went home.'

(But as has been said - No.)

Or It was three years after I (had) moved to Seoul, but that does change the meaning.
