No, but you could use "for", which might help you better understand the meaning.

I most respectfully suggest that it is an adverb:


"Traditional tests fail to measure creativity and practical knowledge, components [which are ] also critical to problem solving and

life success." Perhaps we can say that "also" modifies "are": which are also/ which also are.
