    Is sentence correct?

    Huang was fined $3,000 yesterday for hurting a woman who failed to clean up after her dog.

    Is the sentence correct to mean that the woman failed to remove the faeces after her dog had done its job?

    It's OK, but I would replace "hurting" with injuring or assaulting.
