    Is it not written

    What is the difference between "Isn't it written?" and "Is it not written"? Is the latter more emphsizing "written" than the former? There's numerous cases like this. "Isn't the sky blue"? vs "Is the sky not blue"? "Isn't she pretty?" vs "Is she not pretty?", etc

But then he reflected : Is it not written in The Book of Morality, "If you see your enemy's donkey lying down under its burden, you should help?"

    The full form is simply more formal. It may be more likely to be used in a rhetorical question, as in your example.

    If you ask yourself how different a question these forms can ask, then you'll see that there's not much to distinguish them- they're not asking anything very different.
