Problem about speak "more English" and speak "English more".

Are these sentences different?

They are different.

#1 would be understood as "You should know more English words and grammar etc" (where "more" refers to the amount of English you actually know).
#2 would be understood as "You should speak English more regularly/more often" ("more" refers to the frequency).

You will hear people say "You should speak more English" when they mean "more frequently" but they are usually not native speakers.
