    It means that the speaker is allowing the person to submit their essay any time up until and including Monday. The closing time for submissions might have been Friday, and he's extended the deadline over the weekend.

    "I'll give you [an extension] until Monday [for you] to turn in (submit) your essay."
    "I will allow you [a period of time - from now] until Monday ..."
