    improve/ develop

    Hi. I have one question.

    A company decided to _ _ _ _ the website product catalogue in order to reduce its printing costs.
    (a) develop (b) improve

    The answer is (a). But, how about (b)? Would it be weird to say like that? I think it's a matter of viewpoint, to see it from the beginning or not.

    Help me teachers, thanks in advance.

    From LDOCE 4th Edition:
    1. develop --- to design or make a new idea, product, system etc over a period of time
    2. improve --- to make something better, or to become better

    Sometimes you need to develop a new thing before you can improve it.

    It is. It requires you to infer a lot. "Oh, they must only have print catalogs now. It's expensive to print those. If they create an on-line catalog, they can stop printing. So, they must develop an on-line catalog so they can stop printing the catalogs and save on the printing costs of creating those."
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
