Hi teachers,
Which one is better? Are both OK?
a) Look at the drawings and complete the answers to the questions.
b) Look at the drawings to complete the answers to the questions.

Of the two examples you have proposed, the first one seems better. I get the meaning of the second, but ESL students may have difficulty.
I suggest:
Look at the drawings, then complete the answers to the questions.

Step one: look.
Step two: fill in (complete).
Make it as easy as possible for them.
