    passive form question

    I've been working on the passive problems.

    Q. Rewrite these sentence beginning with the underlined words.
    They reported that the situation was under control.

    The answer was "The situation was reported to be under control."
    But I thought "The situation was reported as being under control" is the answer.

    I think that the sentence "the situation was reported to be under control" means "the situation was reported, the situation has to be under control as soon as possible or in future or something." Is it possible to think this way?

    I think my answer is not right, but I don't know what I have to do. Help me please!

    No, "the situation was reported to be under control" means that the situation is under control, not that it will be at some time in the future.
