What does "on ties" mean? On mutual relationships?

Based on the article, 'ties' is almost certainly referring to China and Poland's relationship (diplomatic, economic, or otherwise).

So "Wen meets Polish president on ties" refers to "Wen meets Polish president whose country is on the list of mutual relationships between China and Polish?"

No, it means they met to discuss the relationship between the two countries.

(I was thinking at first that maybe they met on the railroad tracks.)
