I have a feeling it's a typo and should be "users". I'm not sure though. Perhaps they were beta-testing the possible uses for a piece of technology.
However, one usually beta-tests software, not tenants!

What do the words in bold imply? My understanding is that 5M is a new housing project and these "folks" are getting on with testing things to see if it's good for tenants and various functions of the place. Am I wrong?

Or the way people who think they're hip to some new lingo try to look cool.As tobeta-testing tenants, well, that's probably the way innovative Americans write things.
