    there is or are ?

    Teacher, I read this comment regarding a photograph. Do we always use "is" when we say who are in the photograph?

    There is Amy, Brendan and also Cathy too in the photograph.

    NOT A TEACHER.

    Your sentence isn't particularly idiomatic. I'd go with "Amy, Brendan, and Cathy are in the photograph."

    There is more than one problem with that sentence.

    - As the previous poster said, we wouldn't normally start a sentence regarding the people depicted in a photo with either "There is" or "There are".

    - The use of "also" and "too" in such close proximity make the sentence clumsy.
