    for or to

offer finanial incentives for private industry

    1. Is " for" used here right? Please give an example.
2.Should "to " be used instead of "for"?
    Thanks!

    Please give the complete sentence.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
