    was delayed?

    The decision______ for almost a year because of the local residents' complaints that the newly-built factory would disturb the quietness of the place.
    A. has been delayed B. was delayed

    Most of my colleagues agreed with 'B'. So did I. But is 'A' acceptable? If we haven't yet made the decision?
    And another question: Can the action of delaying last a certain period of time? This , I think, is a momentary action. Am I right?

    Yes, it is. It's a bad question.

    The action that causes the delay may be momentary, but the delay itself can be long. The word is used appropriately in this sentence.

    However, if the factory is newly-built, then hasn't the decision definitely been made?

    It could be a decision to allow the factory to operate.
