It takes the most cool-headed and good-tempered of drivers to resist the temptation to revenge when subjected to uncivilized behavior.

Does it mean "When facing unvilized behavior, even the most cool-headed and good-tempered drivers couldn't help avenging"?

Thanks a lot

Not quite. Some people CAN resist the temptation. Which drivers do you think can resist?

It takes the most cool-headed and good-tempered of drivers to resist the temptation to revenge when subjected to uncivilised behavior.
Most drivers, even those who are moderately cool headed and good-tempered cannot resist the temptation ...

So, what sort of driver does it take to resist this temptation?

I've read this sentence many a time and I still don't understand, but I am really grateful for all your help.

As for your question, I think the answer is "those drivers who are not moderately cool-headed and good-tempered".

Am I right? Then what does the sentence mean?

As for your question, I think the answer is "those drivers who are not moderately cool-headed and good-tempered but extremely cool-headed and good-tempered", i.e. "the most cool-headed and good-tempered of drivers".
